The vision

At the heart of the established Norwest Business Park and next to the station, the Norwest Station Precinct (25 – 31 Brookhollow Avenue, Norwest) will provide office and retail space, short-term accommodation and a public plaza.

The thriving business area will support an estimated 2,800 new local jobs. The site benefits from a convenient underground pedestrian link beneath Norwest Boulevard, providing an easy connection to Norwest Marketown Shopping Centre.

Planning proposal

In December 2018, Landcom, on behalf of Sydney Metro, lodged a Planning Proposal with The Hills Shire Council. It seeks approval to amend some of the planning controls in The Hills Local Environmental Plan 2019, including changes to floor space ratios, building heights, minimum lot size and permissible uses.

Amending the Local Environmental Plan would facilitate 52,000m2 of non-residential floor space. The Planning Proposal is supported by an Urban Design Report (.pdf 80Mb) which includes an illustrative development concept for the site.

The Department of Planning, Industry and Environment issued a Gateway Determination in 2020.

Public exhibition of Planning Proposal

The Hills Shire Council placed the Planning Proposal and supporting planning documents on public exhibition from 28 July 2021 to 24 August 2021. Find out more on Council's webpage.

Now the public exhibition is completed, Council will prepare a report addressing the submissions received and issue this to the Department of Planning, Industry and Environment for consideration and to progress the finalisation of the changes to the planning controls.

Subject to the Hills Local Environmental Plan 2019 being amended, Landcom’s future appointed development partner will lodge a development application with the Council for the future development.
