The vision

The Epping project (242 - 244 Beecroft Road) will provide a new mixed-use development just minutes from the Epping Station and Epping town centre. The approved concept proposal, prepared by Landcom on behalf of Sydney Metro, allows for new homes and non-residential uses which could allow for a combination of office, retail, cafe or medical spaces.

The approval also includes a provision of 5% of residential gross floor area for Affordable Housing. The housing will be managed by a registered Community Housing Provider and will be targeted towards key workers such as nurses, teachers and police officers.

DASCO is the appointed developer of the site and will lodge a State Significant Development Application for the detailed design and construction. 

Approved concept proposal

The Minister for Planning and Public Spaces approved the concept proposal for the site in July 2020.The Minister for Planning and Public Spaces approved the concept proposal for the site in July 2020. The concept approval enables further detailed planning to be undertaken by DASCO for new mixed-use development on the site, which could include:

  • maximum of 37,700m2residential gross floor area, which could provide up to 432 homes, including a range of studio, one, two and three bedroom apartments
  • maximum of 1,000m2 non-residential gross floor area, which may include offices, cafes, shops and medical centres
  • minimum 5% of homes designated as Affordable Housing for very low, low and middle income earners for example teachers, nurses and shop assistants
  • basement car parking, motorcycle parking, bicycle parking and service vehicle spaces.

The approval process

Landcom submitted a concept State Significant Development Application to the Department of Planning, Industry and Environment (Department) in August 2019.

After receiving public submissions, Landcom prepared a Response to Submissions report which was submitted to the Department in November 2019. The Department asked for further information in December 2019, which Landcom responded to in April 2020.

The Response to Submissions included updates to the original concept proposal to address the feedback received. These updates include the widening of the pedestrian link, the relocation of non-residential uses, a reduction in the number of homes (from 442 to 432), and additional deep soil planting areas.

Community and stakeholder engagement

Landcom engaged with a range of key stakeholders and the community to inform development of the approved concept proposal.

Public submissions providing feedback on the concept proposal were addressed in the Response to Submissions report which was submitted to the Department in December 2019.
